This function attempts to make the ratio of Red:Green:Blue the same for local regions in consecutive used frames, it will not alter the brightness. This may not work properly if colour values are near 255 or 0 i.e. saturation or black. I added it to help with Dynamic Range Stacking where the input frames colours are different at different exposure settings.
